What laws apply to internal changes to a commercial property?

Planning consent is not required to undertake internal structural changes to a commercial property, although if the site is listed then local authority listed building consent will be required. If the intent is to split an existing commercial property into multiple class uses, then planning permission will be required – for example converting an existing site to a drinking establishment on one level with residential facilities on upper levels.
