What laws apply to changes to land within the curtilage of a commercial property?

If the proposal is to change an existing area – for example a car park to a beer garden/ al fresco dining area – planning permission will be required. If the proposal is to change the hard surfaces of an existing area (e.g. beer garden) this should be acceptable without planning permission unless the site lies within a conservation area/ is listed.
