What are Client responsibilities with regards to CDM?

Under CDM guidelines the client is responsible for a number of roles in the pre-construction, construction and post construction phases – including taking on the role of principal designer or appointing one in their place, appointing the principal contractor, ( on notifiable projects) advising the HSE that works are going ahead inc details ( cost, duration, bodies on site etc), ensuring welfare facilities are provided to HSE standards, collect and collate all pre-construction information ( reports, surveys, drawings, risk assessments, etc), ensure the PC prepares a construction phase plan based on the pre-con information provided alongside site conditions and facilities, prepare a health and safety file to be updated for the duration of the project and finalised at completion of the project to include all certification, as built drawings, O&M manuals , emergency contacts etc . Wherever possible a principal designer and/or a CDM advisor should be appointed to action all the necessary roles in the Client`s stead.
